Nicky Morgan suggests parents of summer-born babies may get the right to delay entry to school

The Mail is reporting that the Conservatives have indicated they will give parents of summer-born children the right to delay their entry to school if re-elected…

Nicky Morgan said one of the first things she will do if the Conservatives win the election is review the rules which have seen some councils putting obstacles in parents’ way…

Taking part in a webchat on the Mumsnet website, Mrs Morgan said: ‘I completely understand that this is an issue for many parents and something we’re going to look at again if we’re in a position to after the election…’

During the Mumsnet chat, Mrs Morgan was asked by one mother whether she would ‘give parents the discretion to defer their summer borns’.

‘In practice this is almost impossible at the moment in England, as local education authorities force parents to put children straight into year one if they defer,’ she wrote…

Mrs Morgan replied: ‘We have already done some work in this area – we’ve actually revised the government’s guidance to make it more flexible because we do believe that the parents of summer-born children should have greater choice about this…

She added: ‘Admissions authorities and headteachers do need to do what’s in the best interests of the child and it’s right that decisions on whether to admit a child outside of their normal age group are made at a local level, based on the individual circumstances of each child.

‘The guidance is absolutely clear that the flexibility is there and the interests of the child should always be put first.’

An aide to Mrs Morgan said: ‘She intends to order officials to undertake a review of the way the current rules are working as one of the first things she does if she’s back post after 7 May…

One possibility is bringing in a right to appeal so parents can challenge decisions, for example to put their child in reception rather than year one….

 

This issue has been discussed a lot on this site recently but what do you make of these latest comments from Nicky Morgan and the suggestion the Conservatives may push quickly for greater rights for parents of summer-borns to defer entry and still start in reception year?

    RDut24 SchoolsImprove Well I Think its good. NotSoLittleNow- born end of Aug would really have benefited: school even put her back a year.

    cathy_farr SchoolsImprove Its the right of appeal that’s not ok. We want automatic right to start our summerborns in reception age 5!

  3. At some point the summer-born child would need to join its age cohort.  This could mean going straight into Year 1 instead of Reception or being shunted upwards at a later point.  Either way, the summer-born could miss a year.
